A man who was in East Ridge Municipal Court on Tuesday for not fulfilling his community service on an earlier charge was arrested late Wednesday afternoon after a two-hour standoff with police.
Kedarrian Higgins, 22, of 3211 Blackhawk Trail has been charged with Aggravated Domestic Assault, after he allegedly assaulted his mother at their home.
Officials said police were called to the Blackhawk address at about 3:30 p.m. on a domestic dispute. Police said that Higgins’ mother said her son had assaulted her. When Higgins did not come out of the house when police arrived, law enforcement presence was stepped up.
ERPD Assistant Chief Stan Allen said officers tried to telephone Higgins’ house for a considerable amount of time. The voice mail feature on the telephone, was full Chief Allen said, so police could not make contact.
“Once police made contact with (Higgins), he stepped out of the house in a matter of minutes,” Chief Allen said.
Higgins was quickly taken into custody without incident.
There was no one else inside the rambling house that is situated on a hillside. Officials said that Higgins lives there with his brother, mother and uncle.
East Ridge police along with the ERPD SWAT team were called out during the incident. The Collegedale Police Department SWAT team was also called to assist during the two-hour incident.
Chief Allen said the large police presence was out of an abundance of caution. Chief Allen said law enforcement did not know initially if Higgins was armed inside the house.
People who live in the area said the neighborhood is quiet.
One neighbor who lives nearby and did not want to be identified, said that Higgins’ uncle told him that the suspect was on some sort of medication that had been withheld when he was recently in police custody. The uncle said that could explain his nephew’s behavior.
Records show that Higgins was scheduled to appear in East Ridge Municipal Court on October 17 for a hearing to revoke his probation on a previous charge of Domestic Assault. According to the municipal court docket, Higgins was brought from the Hamilton County Jail for his appearance.
