Cecil B. Skyles, address unknown, is due to appear in Hamilton County Sessions Court on Wednesday. He is charged with Aggravated Stalking, Domestic Assault, False Imprisonment and Violation of an Order of Protection.
According to an affidavit of complaint, Skyles sent texts to his estranged wife on Oct. 25. The victim had obtained an order of protection against Skyles, the report states. The victim told police that when she left her job at an East Ridge bar at 4:30 a.m., Skyles jumped out of the bushes and abducted her. The woman told officers that Skyles put his hand over here mouth and told her that if she made a sound that he would kill her. The report states that the victim tried to run but that Skyles grabbed her by the hair and wrestled her to the ground. She told officer that he then forced her into his vehicle and drove her to the boat ramp at Chickamauga Dam. The victim told police that Skyles parked the vehicle on the ramp facing the water and told her if he couldn’t have her that no one could. She told officers that she feared Skyles was going to drive the vehicle into the water. The victim, the report states, begged Skyles to back the vehicle away from the ramp and that eventually he complied. The report states that the victim finally convinced Skyles to bring her back to her house in East Ridge, as she had to pick up her child. The victim told police that the entire time Skyles had her in the vehicle she was unable to use her phone. Skyles, the victim said, dropped her off at her place of employment at 6 a.m., and she immediately drove home and notified authorities.
The report states that the victim had a large bruise on the underside of her right bicep consistent with being grabbed, and had dirt on the back of her shirt, consistent with her story of being wrestled to the ground.
The victim had received an order of protection against Skyles earlier this year. On Oct. 15, police responded to a traffic accident at the Taco Bell on Ringgold Road. According to a separate affidavit, Skyles had blocked in the victim’s car, forcing the woman to ram his vehicle in an effort to get away from him.
Skyles is being held in the Hamilton County Jail without bond, records show.
