The following information was compiled from “pass along reports” provided by the East Ridge Police Department.
October 16 – Day Shift
21-015049- 5301 Ringgold Road (Walgreens)- Suspicious Person/AOA Warrant Service-
A passerby advised of a male suspect digging in the drainage ditch behind the business. On scene police spoke to the male and found he was cleaning up garbage. He was identified as Reginald Rice. A check of his information found several warrants through sessions court. He was transported to Silverdale.
21-015052- Warrant Service-
Dustin Morgan was apprehended in Red Bank and transported to Silverdale. The East Ridge warrant was served there.
21-015053- 5410 Clemons Road- Wires Down-
Police responded with Fire regarding a fallen tree and wires down. On scene police assisted fire with the incident.
21-015054- 1503 McDonald Road (Waverly Motel)- Theft-
The caller advised people had stolen her items from her room. On scene police contacted the caller. She advised between 1700 and 1800 hours on 10/15/21 an acquaintance she met while staying at the motel stole several of her items. She stated she remembered putting her brown wallet into her purse and then at some point observed her wallet in her acquaintance’s pants. She stated she got the wallet back and then later realized it was gone again along with her black smartphone, and a bottle of .5mg Xanax with approximately 10 pills inside. She had contact with the previous shift after the theft occurred on a separate matter and failed to mention to those officers about the theft. During the police encounter with her it became apparent that she is a possible mental health consumer.
Later in morning she called back to advise she had been kicked out of the motel and did not have any money and needed police assistance. When police arrived, she stated someone had found her wallet. She advised all her cards and her state issued ID were inside the wallet, but she was missing approximately $500 cash. A report was filed, and she was transported to Johnson Mental Health at her request.
21-015055- 3326 Ringgold Road (Mr Zip)- Disorder-
The caller advised a male subject was causing a disorder over lottery winnings. On scene officers spoke to the male and were able to resolve the issue.
21-015058- 6404 Ringgold Road (Burger King)- Suspicious Person-
The caller advised of a homeless male subject sleeping in the lobby. On scene police made contact the described party and immediately identified him as Joey L. The man stated he was resting inside due to his hurt ankle and knee that was bothering him from a previous bike accident. Police advised him that management wanted him to leave. He left without incident.
21-015063- 6510 Ringgold Road (Old 4A’s Inn)- Disorder-
The caller advised an older female was refusing to check out of the motel and requested police assistance. On scene police spoke with the female and she decided to leave. officers stood by while she gathered her belongings and left the area.

October 16 – Night Shift
21-015092- 1500 Maxwell Rd- Arrest-
Tony Espy was arrested at this location for DUI following a traffic stop.
3600 block Wimberly Ln – Arrest – 21-015093 –
Carlos Miguel Martin was taken into custody for DUI and driving without a license during a consensual encounter at this location.
800 S Germantown Rd – Evading/Crash – 21-015099 –
Police conducted a traffic stop at this location and made contact with the driver, later identified as Demarcus Napier. During the initial interaction with Napier, he fled from the stop at a high rate of speed northbound on S Germantown Rd. Police did not pursue per policy. Police checked the area where Napier fled and discovered that he had crashed his vehicle into a pole and fled on foot from the scene. Police conducted an inventory search of the vehicle and located Napier’s driver’s License inside his wallet, which was left in the vehicle. Police will be seeking warrants for felony evading arrest, reckless endangerment, and traffic offenses. Chattanooga PD responded to work the crash which occurred in Chattanooga, and they will be seeking warrants for leaving the scene of an accident.
1410 Mack Smith (Arrest 21-015079):
Short-term traffic was observed coming from the rear of the Budgetel Inn involving a red jeep Cherokee. A consensual encounter was made with the occupants of the vehicle., a male and a female. A consent search led to the discovery of Xanax and methamphetamine. The woman, Jennifer Hoover, claimed all the narcotics and was charged accordingly.
21-015098 – 6400 Ringgold Road / Arrest-DUI:
James Garrett Parsons was arrested for DUI after being seen running over a curb and hitting another in the parking lot of Burger King.
(21-015100) Oakdale Ave. @ San His / DUI Arrest:
Jacob Parkerson was arrested for DUI and resisting arrest following a traffic stop at this location.

October 17 – Day Shift
21-015102- 4145 Ringgold Road (Lomenacque Apartments)- Domestic Assault-
Police responded to this location on a domestic abuse call. On arrival police met with a female subject. She advised she and her boyfriend had been drinking all night and got into a verbal argument over money. She stated she attempted to go to another room when he entered the room around 0530 hours and punched her in the face, busting her lip. After being hit by him, she left the apartment. After she left, the man followed her outside and hit the back window of her 2005 Chevrolet breaking the back window. She let police into the apartment to look for him, but he was gone upon search. Police will seek warrants for him for domestic assault.
21-015103- 3600 blk of Ringgold Road- DUI Arrest-
Police were dispatched to an unconscious person in a vehicle call at the East Ridge tunnels. While en route the driver left the area of the call. Responding officers located and stopped the vehicle in the 3600 block of Ringgold Road. Police approached the driver, Helman Santiago Perez Mazariegos. He was obviously intoxicated. He was arrested and charged with dui and driving without a license.
21-015104- 6708 Ringgold Road (Circle K)- Unconscious Person-
The caller advised of an unconscious female slumped over in a vehicle. On scene police contacted the female and identified her as Morgan Christopher. She was obviously intoxicated. She was arrested and charged with public intoxication and possession of schedule IV narcotics. Her vehicle was towed by East Ridge Auto.
21-015109- 5350 Greenbriar Road- Burglary-
On scene police met with the property owner who stated sometime between 10/14/21 around 1700 hours and 10/17/21 around 1230 hours his home was entered. The front door and trim were vandalized, and his home was ransacked. The homeowner was not sure of what was taken, but stated he noticed some costume jewelry of unknown description or value may have been taken. Det J. Massengale was contacted about the burglary. The homeowner was advised to start making a list of anything that was taken.
21-015111- 323 Camp Jordan Parkway (Arena)- Suspicious Person-
The caller advised he observed a male subject wearing rubber gloves enter the woods around this location. On scene neither the caller or the suspicious male subject were located.
21-015112- 1706 Keeble Street (Sunny’s Market)- Suspicious Person-
The caller advised of a male subject sleeping in front of the store. On scene police encountered Matthew Lebron Edwards. Edwards advised he is homeless and was resting on his day off. While speaking with officers Edwards gave consent to search his person. While police were conducting the search of Edwards, they located a small plastic vial with a blue lid in his left front pants pocket. Inside the vial were two white pills with Teva imprinted on one side and 834 imprinted on the opposite side. A quick search indicated that those are Clonazepam 2mg pills. Edwards was subsequently taken into custody for possession of schedule IV without incident and transported to Silverdale.
21-015114- 3623 Fountain Avenue (Sweetbay Apartments)-
The caller advised an unknown suspect took the tag from her vehicle and replaced it with another. On scene police spoke to the reporting party. She advised she noticed the wrong tag (TN 2U18H6) on her vehicle today but doesn’t know when it was replaced. Police checked TN 2U18H6 and found it had been reported stolen in Knoxville, TN on 10-16-2021. The stolen tag was removed from the vehicle, removed from NCIC, and placed in the East Ridge property. The woman’s original tag was entered into NCIC as stolen.

October 17 – Night Shift
6513 Ringgold Rd (Arrest 21-015153):
Short-term traffic was observed coming from building 2 of the Budgetel Inn involving a black Ford Mustang. Officers observed the Mustang leave the premises and initiated a traffic stop for erratic driving behavior near the Waffle House. The occupants of the vehicle were identified as Troy Smothers and Lacy Bowman. Smothers gave consent to search the vehicle. During the search, Bowman admitted to having approximately one-quarter ounce of meth located on her person. After being Mirandized, Smothers admitted he had Bowman hide the meth as they were getting pulled over. Both subjects were arrested and transported to Silverdale.
6800 Ringgold Rd / Evading: (21-015124)
Police attempted a traffic stop on a dark blue Nissan Sentra with GA registration TAZ 0910. The vehicle failed to stop for police and continued south into Georgia on HWY 41 at the posted speed limits. Police deactivated all emergency equipment and allowed the vehicle to flee the area safely. Prior to police turning around, the vehicle was seen turning north onto Wooten Road. Police observed the vehicle to be driven by a male who closely resembled the registered owner. However, police could not make a positive identification so no charges are pending at this time.
3715 Bennett Rd – Agg. Burglary/Violation of OOP/Agg. Stalking/AOA Warrant Service 21-015140 –
Police responded to an unknown trouble call at this address. Police contacted a female subject and male subject. Both stated that a male identified as Jason Smith kicked in the front door and assaulted the female. Smith fled the scene prior to police arrival. Smith is on bond for attempted murder against the female subject and has previously violated his conditions of release. Police sought warrants against Smith for aggravated burglary, assault, violation of an order of protection, and aggravated stalking. During the incident, the other male subject was found to have outstanding warrants out of sessions court and was transported to Silverdale on his warrants. Smith was later located at his residence in Hamilton County and was transported to Silverdale on his warrants.
1004 Mcbrien Rd. MVC with entrapment 21-015157:
ERPD responded to this address regarding an MVC. Officers arrived to find a vehicle rolled into the woods after striking a pole. The driver and sole occupant was transported by EMS with minor injuries.
