The following information was compiled from ERPD “pass along reports” provided by the administration.
March 11 –Day Shift
21-003248- 3615 Ida Bell Lane- Mental Health Consumer/Animal Call-
A female subject called to report seeing a coyote in her yard again this morning. No coyotes were located.
21-003250- 924 Spring Creek Road (Physicians Surgery Center)- Suspicious Person-
The caller advised of a white female on the lot looking into vehicles. She advised the female then walked behind the business. On arrival police checked the area. No one fitting the description given was located.
21-003252- 3600 block Fountain Avenue- Wellbeing Check-
The caller requested police check on a white female jumping in front of cars. On arrival no one was in the roadway. However, an area resident was found near the area of the call but she advised she had not been in the roadway. A referral was made with the Tennessee Adult Protective Services due to the female resident’s deteriorating mental health.
21-003255- 3609 Ringgold Road (Family Dollar)- FI-
While on patrol police observed a bicycle out front of the business like the one used on two separate thefts earlier in the day. The suspect from the earlier calls was described as a white female with dark hair wearing jeans and a jacket with a backpack. Police entered the Family Dollar and located the female matching the suspect description. She was identified as Chrissy Connell. Connell admitted that she was the suspect from a reported theft on Spriggs Street earlier in the shift.
21-003258- 5359 Haisten Court- Disorder/Vandalism-
On arrival police met with the complainant who stated Nichole Teems (Sconda Teems), got upset when she came to this location and threw a glass bottle at her. The glass bottle did not hit the complainant but did crack the front windshield of her jeep. Teems had fled the scene prior to police arrival. A search of the area was conducted but police did not locate Teems. Warrants will be pursued on Teems for aggravated assault and vandalism.
21-003260- Warrant Service-
Tommy Waddle Jr was arrested on an outstanding East Ridge Alias Capias for driving on suspended at 7930 Middle Valley Road. The defendant was transported to Hamilton County Jail by a county unit and the respective paperwork was faxed to the jail.
21-003261- 6642 Ringgold Road (Econo Lodge)- Disorder-
The caller advised two guests were refusing to leave the motel and causing a disorder at the front desk. Upon arrival, police spoke with the complainant. He advised the people in room 119 were refusing to leave. The occupants of the room were observed packing their stuff into the vehicle to leave. They were advised that the complainant wished to criminally trespass from this location because they were being difficult prior to police arrival. Police spoke with both parties and issued a trespass warning. They advised that they understood and left without incident.
21-003262- 3302 Gleason Circle- Improperly Parked Vehicle-
Police went to the residence for second time to check on the status of blue Ford sedan partially parked on the roadway. The vehicle had a cover on it and appeared to have been stationary for several months. The registration tag on the vehicle expired in 2015 and comes back to an individual in Chattanooga, TN. A notice was left with the vehicle referencing the owner’s violation of City Ordinance 9-27.
21-003264- Ringgold Road @ South Seminole Drive- Disorder with a Weapon/Road Rage-
Police met the reporting party in the parking lot of a restaurant on Ringgold Road to discuss the incident. The RP stated a dark red sedan pushed its way into traffic in the southbound lanes of Westside Drive and nearly hit her. The RP stated she honked her horn at the vehicle. According to RP, the driver then grabbed a black handgun from the front passenger seat and pointed it at her prior to the traffic circle near the Bachman Tunnels. RP stated that she followed the vehicle through the tunnels and saw it turn south on South Seminole Drive. RP stated that the driver was a black male. RP also provided a picture of the vehicle taken with her phone. In the picture, the vehicle appeared to be an older model, burgundy Buick sedan with a specialty plate on it. The registration plate was not clear due to the quality of the picture and the state of origin could not be determined. The last three letters on the plate appeared to be 224. Officers advised dispatch of the actual location of the disorder and the incident was transferred to the Chattanooga Police Department, reference CPD 21-024267. Police looked through the area for the suspect vehicle, but it was not located.

March 11 –Night Shift
21-003283 – 2125 Ridgefield Circle / Traffic Stop:
William Carter was arrested for DUI and stop sign violation following a traffic stop.
21-003280 – 5359 Haisten Court / Vandalism:
The complainant called police to report that while visiting a friend, a female known to them as Sconda Teems arrived on scene and began causing a disturbance outside. The complainant and her friend said that Teems began to hit the complainant’s vehicle with a piece of wood, busting the back windshield before leaving the scene. Teems was not located. A warrant for vandalism is being sought.
21-003289 – 6708 Ringgold Road / Suspicious Vehicle:
Robert Wilson was arrested for DUI after being found passed out behind the wheel in the parking lot at this location.
21-003274 3413 Beechwood Lane Apt A / Auto Theft:
Police responded to this location in reference to an auto theft call. Police arrived on scene and spoke with the victim who told police that her Volvo XC90 was taken from this address by an unknown male and female driving a blue Nissan or Toyota. The victim told police that her boyfriend had followed the vehicle and lost sight of the vehicle at Donaldson Road and Gleason Drive. The vehicle was entered into NCIC and a County wide BOLO was issued.
21-003274 513 Donaldson Drive / Stolen Vehicle Recovery:
Police arrived on scene and spoke with witnesses who told police that a white or Hispanic male had parked a red Volvo XC-90 and fled the scene on foot towards Castle Avenue carrying a brown purse. The vehicle located in this call was the vehicle stolen from 3414 Beechwood Lane previously in the evening, the vehicle was removed from NCIC and the vehicle was transported to the East Ridge Police Department impound lot for processing at the owners request.

March 12 – Day Shift
1493 Mack Smith Road (suspicious person):
A caller reported observing homeless people sleeping on the sidewalk near the coin laundry. They were awakened and instructed to leave. (21-003292)
112 Ridgeside Road (suspicious person):
Ridgeside residents called about a homeless person wandering the neighborhood. Police located Solomon J. who asked to be transported to the Community Kitchen. Solomon thanked police for the assistance. (21-003291)
406 Broughton Street (burglary):
The resident’s storage shed was forced open, and a can of gas was stolen. (21-003314)
405 S. Germantown Road (burglary):
Unknown suspects forced entry into a shed at this address which is directly behind 406 Broughton Street. The suspects also entered an enclosed porch and stole various small items. The resident stated this occurred around 3:00 a.m. (21-003313)

March 12 – Night Shift
5700 Roper St/ Public Intoxication (21-003343):
Police arrested John Fisher for public intoxication after police broke up a large party in the street. Mr. Fisher also had an aggravated domestic warrant through criminal court.
3700 Ringgold Rd / Evading (21-003330):
Police attempted a traffic stop on a white Chevy Cavalier who refused to stop by traveling at a high rate of speed north on Germantown Road. Police deactivated lights and allowed the suspect to flee. The vehicle had a temporary registration and was occupied by a single black male wearing a blue shirt.
3613 Wimberly Lane (21-003326):
A warrant was sought for Rasean Smith for assaulting his sister.
1512 Garner Cir 21-003333 (sus. person):
Reporting party called in stating a black male wearing an orange vest came to her door twice. Police were unable to locate anyone in the area.
3200 Ringgold Rd 21-003345 (arrest):
Eddie Smithey was taken into custody following a traffic stop at this location for possession of schedule IV.
6700 Ringgold Rd Quality Inn 21-003331 – suicidal threats-
Police responded to a room and made contact with a male subject who made suicidal remarks per crisis hotline. The male subject denied it and said he did not want to hurt himself.
6708 Ringgold Rd 21-00334 – theft recovery –
Herman Blair was arrested for possession of a stolen plate at this location. He also had active Hamilton County warrants.
3300 Ringgold Rd 21-003344 –
Rebecca Fryar was arrested for DUI following a traffic stop.
