East Ridge police arrested a Springvale Road woman on Wednesday after a neighbor encountered one of her young children wandering naked in the neighborhood.

Stephanie Fletcher, 27, of 1529 Springvale, was charged with two counts of Child Neglect. She made a $30,000 bond and is due in East Ridge Municipal Court on November 11.

According to an affidavit of complaint, a neighbor called police just before 8 a.m. saying he found a young, naked child wandering the neighborhood. He brought the boy inside but he left the house at some point.

Police canvased the neighborhood and determined that the boy lived at 1529. According to the affidavit, police went to the address and encountered Fletcher. Officers asked if she had a young boy and she said she had two boys, five and four-years-old. It was determined the five-year-old child, who has autism, was not in the residence.

Police found the boy nine houses down the street, the report states. EMS examined both boys and determined they were not physically hurt.

According to the affidavit, police went inside Fletcher’s home and encountered “trash, dirty clothes, dirty, diapers, and junk scattered throughout the entire house. The hallway beside the children’s room was smeared with feces, the report states. The toilet in the bathroom did not work and was clogged with human waste.

According to the report, “the odor inside the residence was almost unbearable to all first responders who arrived on the scene.”

In addition, the refrigerator in the house was broken and “contained multiple spoiled items.”

According to the report, codes enforcement officers were called to the scene and determined the dwelling was not fit for human habitation. The owner of the house was notified and came to the scene. He was told to begin cleaning up the mess immediately.

The report states that Child Protective Services were called and quickly concluded the boys could not stay in the residence. The children were released to the care of their paternal grandmother.
