The East Ridge Housing Commission met pursuant to notice on March 11, 2019, 5:30 pm at East Ridge City Hall. Chairperson Winters called the meeting to order.
Present were: Chairperson Winters, Boardmember Broome, Boardmember Rogers, Boardmember Stephens, Boardmember Wilson and City Attorney Litchford.
Chairperson Winters led everyone in the Pledge of Allegiance to the Flag.
1619 Barry Road – The Housing Commission moved and approved to pass this matter to the April 8, 2019 hearing.
1517 Prigmore Road – The Housing Commission moved and approved to close this matter and dismiss in its entirety.
1312 Pleasant Street – The Housing Commission has ordered that the City of East Ridge proceed with the demolition of the dwelling on or around March 29, 2019.
1317 Pleasant Street – The Housing Commission set a hearing for March 18, 2019 for the owner to show cause, if any, why condemnation actions relative, including without limitation demolition of the dwelling shall not be initiated. The property owner shall submit a copy of a structural engineering report of the property to the Commission to render a determination as to what, if any additional action is necessary.
2005 Prigmore Road – The Housing Commission moved and approved to pass this matter to the April 8, 2019 hearing. The Commission will determine if any additional action is necessary relative to this property.
1318 Orlando Avenue – The Housing Commission moved and approved to close this matter and dismiss in its entirety.
3220 Gleason Drive – The Housing Commission set a hearing for March 18, 2019 to allow the property owner an opportunity to obtain a structural engineer report relative to the property. The property owner shall allow access for a City Code Enforcement representative to perform an inspection of the property. The property owner is responsible for contacting the Code Enforcement Department.
626 Marlboro Avenue –The Housing Commission moved and approved to pass this matter to the April 8, 2019 hearing. The owner shall appear and show cause, if any, why condemnation action, including demolition of the property shall not be initiated. The Housing Commission also ordered the property owner to contact Codes Enforcement and allow an interior and exterior inspection of the property no later than April 5, 2019.
4020 Wade Drive – The Housing Commission moved and approved to pass this matter to the April 8, 2019 hearing. All parties having interest in the property shall appear to show cause, if any, why condemnation action, including demolition of the property shall not be initiated.
605 S St. Marks Avenue – The Housing Commission finds the property is unfit for human habitation. The property owner has requested a stay of any condemnation proceedings to allow him an opportunity to remedy the dangerous conditions. Any demolition of the property shall be stayed until further order of the Housing Commission. The owner shall appear at the April 8, 2019 hearing for a review of the updates on the improvements of the property and to discuss action plans regarding the property.
1026 Greenslake Road – The property owner has obtained a building permit for the property and states he will repair the condition of the property in accordance with the structural engineer report that was submitted to the Housing Commission. The City will continue to monitor the progress and report any findings should the property owner fail to remediate the dangerous conditions that exist on the property.
1222 Reeves Avenue – The property owner has submitted a structural engineer report and obtained a building permit. The property owner states repair of the noncompliant conditions of the property will be fixed in accordance with the structural engineer report.
4317 Dupont Street – The property owner stated he will initiate remediation efforts immediately and requested an opportunity to complete such repairs necessary to render the property safe and habitable. The Housing Commission moved and approved to pass this matter to the April 8, 2019 hearing.
4165 East Ridge Avenue – Evidence was presented that the property has been vacant and/or abandoned since 2011 and that significant damage exists, including termite damage. The interior of the dwelling appears to have been gutted and there are cracks in the foundation that appear to render the property uninhabitable. The Housing Commission has set a hearing for April 8, 2019 to show cause, if any, why condemnation actions, including without limitation demolition of the property shall not be initiated.
715 Belvoir Avenue – Evidence was presented that the property appears to be vacant and/or abandoned and that significant damage exists. The interior of the dwelling appears to have been gutted and there are cracks in the foundation that appear to render the property uninhabitable. There appears to be open live wires within the residence. The Housing Commission has set a hearing for April 8, 2019 to show cause, if any, why condemnation actions, including without limitation demolition of the property shall not be initiated.
5325 Rose Street – The Housing Commission was presented evidence that the property has a history of non-compliance and code violations. The Housing Commission has set a hearing for April 8, 2019 to show cause, if any, why condemnation actions, including without limitation demolition of the property shall not be initiated. The property owner and/or occupant shall allow a City Code Enforcement representative access to perform an interior inspection of all structures on the property for evaluation of safety and hazardous conditions.
